In the Year Two Thousand and Three

AN ACT RELATIVE TO SCHOOL LIBRARIES.
Be it enacted by the Senate and House of Representative in General Court assembled, and by the authority of the same, as follows:
1      Section 2 of chapter 70 of the General Laws as appearing in the
2 2000 Official Edition is hereby amended by inserting after the 
3 word "book" in line 44, the word, ", "libraries,"; by inserting after
4 the word "books", in line 45, the word "libraries,": and by
5 inserting after the word "book", in line 46, the word "libraries,".

The Governor's budget has transferred the Massachusetts Board of Library Commissioners to the Executive Office of Education.  This would eliminate the independent status of the board.  The Regional Library System are also moved to the Executive Office Of Education.

Support the preservation of the Board of Library Commissioners as an independent agency by contacting the Governor and Legislators.

House Bill #1824 Filed  - March 5, 2003 - Doris Smith, Legislation Chair
House Bill #1824 has been filed.  We are asking to have school libraries included in the Foundation Budget.  This year we are not asking for money just for the wording to be included. text of the legislation

Today our lobbyist Chris Gregory and I met Senator Pam Reasor, who is on the Education Committee to ask for her support.  While we were at the State House, we
also dropped in to see Senator Susan Fargo, Representative Charles Murphy and Representative Frank Smizik to ask for their support.

These are hard times and many cuts are being made in the budget of the Commonwealth.  This may work in our favor since we are not asking for money.

WHAT MSLMA MEMBERS CAN DO
  • Once you have made contact with your elected official, please tell Chris Gregory so he can make a follow up call.  Let him know whom you spoke with and how they responded. Chris's telephone number is: 1-617-367-6449.    His email address is chris.gregory@neec.org
  • When our legislation is refiled, please contact members of the Education committee. Use the Fact Sheet found on our website at www.mslma.org under Legislation as well as anecdotal stories.
  • Invite your legislator to visit your school. Take pictures as well as providing opportunities for interaction with students in the LMC.  Highlight issues important to your program.  Demonstrate how your program helps with MCAS and how you coordinate your program with the curriculum.  Stress the value of teaching information evaluation skills.  Explain what you are trying to accomplish.  Be positive about what you have and explain how much more you could do if more resources were available.  Stress the need for parity across the Commonwealth
  • Evaluate your Library Media Center using the MSLMA Model School Library Program Rubrics and submit your profile to MSLMA.  We are looking for model sites to showcase.
  • Build community support for your library program by inviting people in to read to students, to help with projects or to volunteer in the library. 
  •  Be willing to help with a Legislative Information Breakfast at the State House.

Dear Colleagues,

The Legislative Committee is putting together a presentation for the hearing on our House Bill # 1824 which will be April 15th at the State House in Room B2.

We also need written testimony to hand out at the hearing.  Here is where I need your help...

We need to hear your stories....we need our legislators to hear about your success stories and to hear how your programs are going to be compromised or suspended due to budget cuts.

Examples...." For the past several years, I have.....but now ...."   " I love my job.....but I am being ...."  You know what I mean.

April 8, 2003  Testimony Before the Education Committee
Today after sitting for close to three hours, MSLMA members were
able to testify in support of bill #1824.  Sandy Kelly,one of three 
nationally certified school library media specialists in Massachusetts, Ann 
Grady, head of the Boston Public Schools library media centers, Carol 
Gordon, LMS at Boston University and candidate for the presidency of AASL 
as well as Donna Guerin, MSLMA Board Member and PR Chair, all spoke.  Ann 
Perham, incoming president of MSLMA, Kathy Lowe, moderator of our listserv, 
Diane Riendeau of the MSLMA Legislative Committee as well as Barbara McLean 
and her colleague Steve from the Boston Public Schools were there to 
support and cheer lead.  Everyone visited their legislators prior to the 
hearing to let them know we were in the building and asking for their 
support.

Packets of information were prepared for each of the legislators on the 
Education, Arts and Humanities Committee.  This included testimony sent by 
many of you,letters of support,MSLMA position papers and the results of 
Ann's request for information about upcoming cuts in budget and staffing. 

Remember when you talk with your elected officials:this is not a money
bill.  We just want the wording left out during Education Reform...we want 
"school libraries" included in Chapter 70 which funds education.

Donna Guerin also spoke to the dedication of Joan Gallagher who had spoken 
at the committee hearing last year.  We also owe a big debt of gratitude to 
our lobbyist, Chris Gregory, who coached us in our presentation and 
legislator visits.
