Results of the MBLC Hearings: No change in the Membership Requirements by Ann Perham, President-Elect

Pat yourselves on the back and “score one for the Good Guys”. You, the members of MSLMA addressed a potentially negative situation with very positive arguments, underlining the unique role of school libraries. You rejected changes that could have compromised our students and, most of all, stood together as professionals to voice your beliefs.

At the MSLMA Conference in November, we were introduced to Robert Maier, the new Director of the Massachusetts Board of Library Commissioners. His unenviable task was to inform us of the proposed changes for membership in the regional library system. During November and December, the MBLC sponsored a series of hearings across the state. MSLMA members gave testimony concerning the “teacher” qualifications necessary for running a school library, and pointing out the flaws in the proposed changes to allow schools without certified library teachers join the regional system. The MBLC received many emails and letters as well. The message was loud and clear – that such changes would be a negative impact on our students.

Doris Smith, MSLMA Executive Director, received an email from Rob Maier on January 9, 2003: “The Board of Library Commissioners met today and approved regulations for the regional library systems that delete the language changing eligibility for school libraries as requested by many members of MSLMA. […] These [revised regulations] become final when published in the Massachusetts Register on January 31.”

A direct result of this whole experience is that we now have a better working relationship with the MBLC. Doris Smith and Rob Maier have established a very positive communication and MSLMA is recognized as the professional organization for library teachers. Be assured that MSLMA will continue to work with the MBLC to promote school libraries.

I firmly believe that we have all grown as a result of this experience. We are better as a profession, and MSLMA is better as a professional organization. Be proud.
